I recently learned that Bruce Fisher who served as Deputy Director – Operations is no longer employed at Paine Field.  The reasons for his departure are currently unknown and will likely remain so.  There are a number of positions at Paine Field that are “At-Will” positions which include the airport director, the two deputy directors and several other positions.  “At-will” means that an employer can terminate an employee at any time for any reason, except an illegal one, or for no reason without incurring legal liability. Likewise, an employee is free to leave a job at any time for any or no reason with no adverse legal consequences.  My good friend and fellow WPA member John Dobson used to be the Executive Director of the Port of Shelton which was also an “At-Will” position.  The Executive Director serves at the will of the three Port Commissioners who are elected officials.  After one election his employment was terminated as the first Port Commissioners meeting.  The reasons for termination were of course never discussed.  They just wanted someone else in the Executive Director’s office.  Such is the tenuous state of employment for anyone who serves in an “At-Will” position.
